Objectives

The objects of the Federation are primarily to coordinate and facilitate the working of the affiliated wholesale consumers’ cooperative societies and to assist in the promotion, organization and development of wholesale consumers’ cooperative societies and with that end in view:-

• To make bulk procurement of consumer goods from within the state and other states for supply to affiliated societies; and arrange for proper storage, packaging, grading and transport of such goods, provided that the Federation shall be competent to sell goods to public bodies, establishments and institutions;
• To function as agent of Government and undertakings in public, private and cooperative sectors for the distribution of controlled and other consumers’ goods and to import consumer goods from abroad in suitable circumstances on behalf of affiliated societies and other cooperatives;
• To establish and run manufacturing and processing units for the production of consumer goods in collaboration with other cooperative or directly by itself;
• To build cadres of employees of affiliated wholesale consumers’ cooperative societies;
• To render technical guidance and assistance to affiliated wholesale consumers’ cooperative societies in grading, packaging, standardization, bulk buying, storing, display, pricing and other business techniques and also management method to improve and increase their operation and managerial  efficiency;
• To advise and assist affiliated wholesale consumers’ cooperative societies in standardizing the accounting and stock control methods and practices :
• To supervise the working of affiliated wholesale consumers’ cooperative societies;
• To hold  seminars, conferences, meetings and undertake publicity, propaganda and education campaigns and similar other functions as may help the development of consumers’ cooperative movement  within its area of operation in collaboration with the state Cooperative  Union;
• To collect and disseminate market intelligence and other information relating to the business of consumers cooperatives;
• To arrange for the training of the employees of consumers’ cooperative in coordination with and with the assistance of state cooperative union & other concerned agencies;
• To assist the affiliated wholesale consumers’ cooperative societies in securing financial accommodation from Government, State Bank of India, State and Central Cooperative Banks and from other commercial banks of financing agencies.

In furtherance of the aforesaid objects, the state Federation shall be at liberty:

• To receive share capital, loans and other financial assistance from Government and loans from cooperative financing agencies and the state Bank of India and other sources;
• To accept agency of any person or firm or Government for wholesale agency in consumer goods;
• To establish business relations, with marketing processing and industrial cooperatives;
• To become member of the state cooperative Bank, National and state level Federation & Unions;
• To acquire lands and buildings, vehicles, factories/workshops and machinery and equipments;
• To create a cell of technical personnel;
• To set up a committee or Cell for selection, appointment and control of the cadre of employees of affiliated wholesale stores;
• To undertake management of an affiliated wholesale consumers’ cooperative society where necessary , on such terms and conditions as may be mutually agreed between the Federation and the affiliated society;
• To undertake such other activities as are incidental and conducive to the attainment of its objects and calculated to help the development of consumers’ cooperative movement.

In addition to all those objects as stated hereinabove the Federation will have the liberty to:

• Construct Go-downs/Processing Unit/Grading Centre/Shop-cum-Self Service Centre/Houses/Flats/Apartments on the land acquired by the Federation from any Member Society, on the land of Co-operative Institutions or agencies, on the land allotted by the State Government or the land obtained by any means;
• Purchase of land for construction of Go-downs/Processing Unit/Grading Centre/Shop-cum-Self Service Centre/Houses/Flats/Apartments or payments of development cost of land already held or to be purchased;
• Make additions, alterations or improvements to Go-downs/Processing Unit/Grading Centre/Shop-cum-Self Service Centre/Houses/Flats/Apartments under construction by the Federation;
• Acquire, hold and generally deal with any property and any right, title or interest in any property movable or immovable which may form part of the security for any loan, advance or which may be connected with any such security;
• Sell, improve, manage, develop, exchange, lease, mortgage, dispose off, turn to account or otherwise deal with all or any part of the property and rights of the Federation;
• Assist in finding out suitable land building plots for housing complex;
• Manage, sell and realize all property, movable and immovable which may come into the possession of the Federation in satisfaction or part satisfaction of any of its claim;
• Acquire, construct maintain and alter any building or work necessary or convenient for the purpose of the Federation;
• Employ experts to investigate and examine into the title, conditions, prospects, value, character and circumstances of any assets, property or rights;
• Acquire and develop land for the benefit of housing programme in the State;
• Do all such other things as are incidental or conducive to the attainment of the objects of the Federation;
• Provide residential unit constructed by the Federation to an individual able to contract under section 11 of the Indian Contract Act 1872 and a permanent Indian Citizen;
